A plan is useful when it exposes trade-offs early enough to change them.

An operating plan is not the spreadsheet. It is the set of explicit trade-offs the leadership team can inspect together.
Make the constraints visible
Keep the plan short enough to review every week. Name the owner, the measure and the constraint. If the constraint changes, the conversation changes with it.
